The Executive Director serves as the top administrator of Hurtt Family Health Clinic (HFHC) and, in partnership with the Board, is responsible for the success of HFHC. Together, the Board and Executive Director ensure the implementation of HFHC’s mission and vision, effective operational and fiscal stewardship, effective community engagement, and the accountability of HFHC to its diverse constituents. The Board delegates responsibility to the Executive Director for directing and managing daily operations to effectively accomplish the mission and goals of HFHC. The Executive Director fosters opportunities for growth and diversification to help ensure that the community served receives high-quality care that meets their needs.

The Hurtt Family Health Clinic is a FQHC community clinic that provides medical, dental, vision, chiropractic, and behavioral health services to underserved patients in Orange County, California. We have four clinics located in Tustin, Santa Ana, and Anaheim.

Responsibilities:

  • Partners with the Board: Works closely with the Board, ensuring solid board relations, to determine HFHC’s vision, mission, and values. The Executive Director is collaborative and transparent in work and communications with the Board, employees, partners, grantees, the community, and other primary populations. Ensures the Board has the necessary information to meet its fiduciary and FQHC responsibilities. Works with the Board to develop and refine the broad strategic direction, long-term goals, and annual objectives. Keeps the Board fully informed on all significant factors that may impact HCHC.
  • Manages strategically: Keeps the Board informed of changes in the environment that may affect HFHC. Ensures that HFHC can be successful in the competitive healthcare environment, keeping in mind the current service delivery picture and assessing opportunities for growth and development.
  • Promotes excellent operations and work culture: Builds and cultivates appropriate relationships internally with staff at all levels of the organization. Recruits and retains a high-performing, diverse team. Shows a strong commitment to the professional development of staff and volunteers. Ensures program quality and organizational stability through the development and implementation of quality improvement programs that strive for the usage of best practice models and metrics, controls, systems, and procedures. Ensures clear communication of responsibilities and expected performance with associates and regularly evaluates their performance. Mentors and models professional leadership practices with all staff. Identifies areas for and innovatively leads the organization through desired change.
  • Collaborates with key community organizations, constituents, and leaders: Develops and maintains solid relationships with many constituencies: community leadership, business, health care, the public, policymakers, and state, local, and national organizations. Builds partnerships and relationships with other community health agencies, other service providers, and a variety of stakeholders to foster the development of the highest quality health care system in the Bronx. Proactively listens to patients, clients, volunteers, and community members to improve services and generate community involvement. In partnership with the Board, effectively determines and communicates HFHC’s position on applicable community initiatives and needs. Serves as the primary “face” of HFHC, representing the organization, at a variety of local, state, and national forums to foster and sustain HFHC’s reputation as a local and national leader in the delivery of quality health care and community health and wellness services for medically underserved populations.
  • Ensures legal compliance: Oversees the development and effective operation of a compliance function that monitors and ensures compliance and reporting for HRSA’s program requirements, including Section 330, e.g., eligibility determinations, fee schedules, billing, and payment collections. Ensures that staff has necessary and timely education on all compliance-related topics.
  • Ensures sound fiscal management practices: Ensures strong financial planning and budgeting by maintaining effective systems for cost control, as well as effective capital planning. Provides leadership and expertise in monitoring compliance with existing grants and engaging new grants. Helps to develop systems to maximize patient revenue. Cultivates relationships with significant foundations, donors, corporations, and others to ensure the fiscal stability, resilience, and sustainability of the organization.
  • Ensures a quick and appropriate response to clinical and community needs and emergencies: Works effectively with staff and community partners to address immediate needs, demonstrating flexibility and nimbleness in the response. Applies the lessons learned from each event to ensure continued improvement in HFHC’s response. Is viewed by the community as a key player when there are community emergencies/disasters.
  • Manages the development and operation of HFHC’s newest health center through strategic leadership and decision-making: Ensures that the health center is financially sustainable as the result of adequate and appropriate staffing, setting, and meeting productivity goals, and effective marketing and community involvement that results in a demand for services.

Qualifications:

  • A Bachelor’s Degree is required with a minimum of five years’ experience in a senior management position, ideally with a community health center, with a demonstration of five critical competencies: commitment to results, business savvy, financial intelligence, leading change, building effective teams, and motivating. A Master’s Degree in Business or other pertinent health-related field is preferred.

  • Business acumen: As HCHC’s leader, this position requires an individual with knowledge of and experience in health care management and administration. The Executive Director actively works to remain current and knowledgeable about applicable requirements and developments that have the potential to impact HFHC. Maintains a strategic balance of internal organizational management and external engagement and visibility to build capacity within HFHC and grow resources for its mission
  • Models change: The Executive Director possesses leadership skills that embody HFHC’s values, mission, and vision. She/he consistently displays and models integrity, develops people, and builds teams. This individual deals effectively with demanding situations and designs and implements appropriate interventions.

  • Knowledge in the following areas is required: human resource services, finance (including capital and operational budget development and management) and personnel leadership and management; oral and written communications; and planning and evaluation.
  • Some experience in the field of philanthropy, not-for-profit management, health care business/finance, and community relations are preferred. Some general knowledge of fund development is also preferred. Knowledge of the unique nature of Orange County, surrounding communities, and the state of California is strongly preferred.
  • An elevated level of interpersonal skill is required to make formal, persuasive presentations to groups and deal effectively with people from all community segments.
  • The individual must actively encourage and create an environment that demonstrates a commitment to diversity and inclusion, including all ages, races, religions, cultural ethnicities, and sexual and gender orientations.
  • To perform this job successfully, an individual should have knowledge of Spreadsheet software and Word Processing software.

Physical Demands/Working Conditions:

  • This is a high-stress position based on full responsibility for HFHC operations. Visibility to staff and the community is required. Manages detailed, complex concepts and problems balances multiple tasks simultaneously and makes rapid decisions regarding administrative issues, and communicates clearly and transparently to Board, staff, and stakeholders.
  • Plans and implements programs. Establishes strong, respectful, and appropriate relationships with the Board, committees, volunteers, staff, donors, and clients. Develops smooth and constructive relationships with executive colleagues, outside agencies, organizations, and individuals.
  • Plans and meets deadlines. Maintains a flexible work schedule to meet the demands of executive management. Hours may be long and irregular. This is an exempt/salaried position.
  • Conveys a professional and positive image and attitude regarding HFHC and the not-for-profit and for-profit sectors. Demonstrates commitment to continued professional growth and development.
